Is there a reason my windows phone won't let me add apps?

I've tried to add apps to my windows phone, and all it says is "cannot receive information at this time, please try again later." but I tried later, and it says that EVERY SINGLE TIME. Helpppp?|||Cuz it's a crap phone, just like their computers....Contact your tech support...... or return it for a more reliable brand :(|||Windows doesn't work on computers, why would it work on phones? If it's new return it while you still can. Seriuosly. Windows phone have existed before, look how that worked out.
