Is it possible to download windows mobile software and put it on another phone?

Hello, i am involved in a project that requires me to use a windows mobile phone. But, i do not want to spend money on an entirely new phone. So if someone could help or tell me how, if possible, to download windows mobile phone software so i can put it on another old phone that i do not use anymore.
